REGULAR MEETING
APRIL 5, 2021
The Mayor and Board of Aldermen of Milan, Missouri met for a regular meeting at the Milan City Hall, 212 E. 2nd Street, on April 5, 2021 at 6:00 p.m. with the following Aldermen present: Steve Hill, Randy McCollum, Trudy Schnelle, Rebecca Bennett, Richard Head and Lesa Smith. Also present: Mayor Andy Herington, City Clerk Lisa Sharp, City Administrator Fred Ventresco, City Attorney Crystal Lovett, Nancy Watt and Representative Danny Busick.
Motion by Schnelle, seconded by Head to approve the minutes. (approved/unanimous) Motion by Hill, seconded by McCollum to approve the bills. Discussion followed. Vote: (approved/ unanimous)
Mayor Herington amended the agenda to include Danny Busick on the agenda. He met with the Mayor and Board to discuss and answer questions concerning legislative topics.
Alderman Bennett arrived at the meeting during the discussion with Danny Busick.
Danny Busick left the meeting.
Motion by Head, seconded by McCollum to block off the square and one block off of the square for the event on May 29. Vote: (approved/unanimous)
Mayor Herington opened the mowing bids for the 2021 mowing season. The bids were as follows: Kenny Broyles – $655, Skyler Creason – $409.48, Kevin Alexander – $625.00. Motion by Bennett, seconded by Schnelle to accept the low bid of Skyler Creason of $409.48. Vote: (approved/unanimous)
Motion by Schnelle, seconded by Smith to approve the final pay request from R & L Boone for the sale barn lift station. Vote: (approved/unanimous)
Motion by McCollum, seconded by Hill to place on its first reading, Bill # 2585 entitled, “AN ORDINANCE REGULATING USE OF UTILITY VEHICLES FOR OPERATORS AND FIXING PENALTY FOR UNLAWFUL USE OF SAME.” On a motion duly made and seconded, bill was placed on its second reading, read by title and motion carried. Thereupon, McCollum moved that Bill # 2585 be passed as read, seconded by Hill. Vote: (approved/unanimous). Thereupon, Bill # 2585 becomes Ordinance # 2792.
Motion by Smith, seconded by Hill to place on its first reading, Bill # 2586 entitled, “AN ORDINANCE AMENDING SECTION 8-030 OF THE CODIFIED ORDINANCES FOR WATER METERS IN THE CITY OF MILAN, MISSOURI.” On a motion duly made and seconded, bill was placed on its second reading, read by title and motion carried. Thereupon, Smith moved that Bill # 2586 be passed as read, seconded by Hill. Vote: (approved/ unanimous). Thereupon, Bill # 2586 becomes Ordinance # 2793.
Motion by Hill, seconded by Smith to enter into closed session pursuant to the hiring, firing, disciplining or promotion of personnel for the City of Milan, Missouri exemption in Section 610.021(3). Vote: (approved/unanimous).
Motion by Head, seconded by Schnelle to adjourn closed session and return to open session. Vote: Bennett – yes, Head – yes, Smith – yes, Hill – yes, McCollum – yes, Schnelle – yes.
Motion by McCollum, seconded by Schnelle to place on its first reading, Bill # 2587 entitled, “AN ORDINANCE AUTHORIZING THE EMPLOYMENT OF KLAYTON MUNDEN AS A FULL-TIME EMPLOYEE OF THE POLICE DEPARTMENT OF THE CITY OF MILAN, MISSOURI.” On a motion duly made and seconded, bill was placed on its second reading, read by title and motion carried. Thereupon, McCollum moved that Bill # 2587 be passed as read, seconded by Schnelle. Vote: (approved/unanimous). Thereupon, Bill # 2587 becomes Ordinance # 2794.
Consensus of the Board is to put a couple of loads of gravel on the lot at the Sullivan County Country Club.
Discussion was held concerning nuisance properties and a few operational issues.
Motion by Schnelle, seconded by McCollum to adjourn. Vote: (approved/unanimous).
