Regular Meeting
September 7, 2021
The Mayor and Board of Aldermen of Milan, Missouri met for a regular meeting at the Milan City Hall, 212 E. 2nd Street, on September 9, 2021 at 6:00 p.m. with the following Aldermen present: Steve Hill, Randy McCollum, Trudy Schnelle, Rebecca Bennett, Richard Head and Lesa Smith. Also present: Mayor Andy Herington, City Clerk Lisa Sharp, City Administrator Fred Ventresco, Nancy Watt, Dr. Jason Chrisman – CEO/SCMH and Becky Thomas – Public Relations/SCMH.
Motion by Smith, seconded by Head to approve the minutes. Vote: Hill – yes, McCollum – yes, Schnelle – yes, Bennett – yes, Head – yes, Smith – yes.
Motion by Hill, seconded by Schnelle to approve the bills. Discussion followed. Vote: McCollum – yes, Schnelle – yes, Bennett – yes, Head – yes, Smith – yes, Hill – yes.
Dr. Jason Chrisman and Becky Thomas from the Sullivan County Memorial Hospital came to meet the Mayor and Board.
Motion by Schnelle, seconded by McCollum to approve the request from the Chamber of Commerce to block off the square on September 18 for the Market on Main Fall Fiesta. Vote: Schnelle – yes, Bennett – yes, Head – yes, Smith – yes, Hill – yes, McCollum – yes.
Motion by Hill, seconded by Bennett to approve the Mayor’s appointment of Spencer Hostetter to the Milan Fire Department. Vote: Bennett – yes, Head – yes, Smith – yes, Hill – yes, McCollum – yes, Schnelle – yes.
Administrator Ventresco updated the board about necessary repairs that are needed at the swimming pool.
Mayor Herington discussed some operational issues with the Board.
Motion by Hill, seconded by Schnelle to enter into an agreement with ADT. Vote: Head – yes, Smith – yes, Hill – yes, McCollum – yes, Schnelle – yes, Bennett – yes.
Motion by Schnelle, seconded by Smith to update the timeclocks with a system from Protech. Vote: Smith – yes, Hill – yes, McCollum – yes, Schnelle – yes, Bennett – yes, Head – yes.
Administrator Ventresco updated the Board about a few operational issues.
Alderman Lesa Smith and Nancy Watt left the meeting. Administrator Ventresco and Clerk Sharp were asked to leave the meeting prior to adjourning of closed session. Mayor Herington took the minutes for the remainder of the meeting.
Motion by McCollum, seconded by Hill to enter into closed session pursuant to the hiring, firing, disciplining or promotion of personnel for the City of Milan, Missouri exemption in Section 610.021(3). Vote: Hill – yes, McCollum – yes, Schnelle – yes, Bennett – yes, Head – yes.
Motion by Hill, seconded by McCollum to adjourn closed session and return to open session. Vote: McCollum – yes, Schnelle – yes, Bennett – yes, Head – yes, Hill – yes.
Motion by Schnelle, seconded by Bennett to adjourn. Vote: Schnelle – yes, Bennett – yes, Head – yes, Hill – yes, McCollum – yes.
