Milan C-2 School Board March Meeting
DRAFT – March 17th, 2022 – 6:00 p.m. – MEMBERS PRESENT: Mr. Jeremy Mosley, President; Mr. David Richardson, Vice President; Mrs. Crystal Bupp, Secretary; Mr. Harry Doak; Mr. Dennis Weaver; Mr. Nick Gardner and Mr. Jody Glidewell.
SCHOOL PERSONNEL PRESENT: Dr. Ben Yocom, Superintendent, Mrs. Ashley Pauley, Elementary Principal, Mr. Mike Hostetter, High School Principal, Mr. Tyler Clark, Assistant HS Principal/AD; Mrs. Ashley Gardner, Special Education; Mrs. Mary Jo Sawyer, ELL/Summer School, Mrs. Michelle Yocom, A+ and AC/DC Director and Mrs. Danah Fowler, Exec. Admin. Assistant.

STUDENT RECOGNITION:
Elementary: Mrs. Pauley recognizes the students that are going to be inducted into the National Elementary Honor Society (NEHS) – Aileen Herington, Melanie Moran, Memphis Cole, Crystal Carapia, Knox Mensa and Nash Gardner were all present to be recognized for their induction.
A+ Program – Mrs. Michelle Yocom, MC2 A+ Director, completed the written report and was present to provide a verbal explanation of the valuable A+ Program. Other than the consistent concern about the program being funded, the program continues to provide students with an opportunity to obtain two years of college tuition assistance. After the 2021 Graduation, 14 students out of 36 used A+ for tuition assistance, this totaled $28,753 in financial aid. A motion was made by Mr. Doak and seconded by Mrs. Bupp to approve the A+ Program, motion carried 7-0-0.
AC/DC Program – Mrs. Michelle Yocom, AC/ DC Director, completed the written report and was present to provide a verbal review of the Advanced Course/Dual Credit Program. This program is intended to offer students an opportunity to participate in advanced courses, while obtaining by high school and college credits – through an online delivery of courses. For the most part, these classes are not offered on the MC2 Campus. In the 1st semester of the 21-22 school year, eleven students took seventeen courses – totaling fifty-four credit hours. North Central College provides the Dual Enrollment/Dual Credit option and Fueled by Launch process provides the Advanced Course delivery. A motion was made by Mr. Doak and seconded by Mr. Weaver to approve the Advanced Course/Dual Credit (AC/DC) Program, motion carried 7-0-0.
Superintendent Report: Dr. Yocom’s report covered the following: Reviewed the 22-23 Planning Process – employee schedule and other needs; Reported the feedback regarding the Community Use of the Weight room; Discussed the potential of purchasing a pre-owned truck and pre-owned skid steer; Reviewed the plan for the 2022 LRMFP timeline (adding classrooms to the south of the existing elementary); National speaker Gerry Brooks will be coming to Milan on 4/27/22 for a Professional Development activity/presentation – other schools will be invited;
Honored and recognized the Board of Education for the appreciation week/month – including the meal (provided by the ELEM staff and SPED staff); a poster from the High School students and a large banner and cards from the Elementary Students; Reviewed the plan for track improvement by working on a plan with Fisher Tracks to maintain the track – the track is nearly 10 years old; Informed the board about the process for induction in the MC2 Athletic Hall of Fame. No action needed.
Mr. Doak shared his appreciation for the memorial gift after the passing of his Mother.
2022 Summer School – Mrs. Sawyer, SS Director, submitted a plan to facilitate/ administer the 2022 Summer School session. This year the school will operate the session with the following specifics:
Theme – Learning is an Adventure; Dates – 5/31 – 6/24 – 16 days of student attendance; Four Day Week attendance; field trips on weeks 2 and 4; 19 teacher work days (3 days for professional planning); School Day will run from 8 a.m. to 3:00 p.m. Attendance incentives — $100 perfect attendance; $75 absent one (1) day; $0 if absent more than one (1) day; Enrollment is open currently. A motion was made by Mr. Doak and seconded by Mrs. Bupp to approve the 2022 Summer School Plan, motion carried 7-0.
2022-2023 Health Insurance – Each year, the Health Insurance renewal is presented by the broker. The current benefit cap is $550 per member, per month ($6600 per year); increasing the cap to $575 per member, per month ($6900 per year) – this would increase the overall amount to a $22,500. The current cap would only cover one plan at full price; increasing the maximum would allow for three of the four plans to be covered at 100%. The only plan that would not be covered fully would be the traditional PPO. Dr. Yocom recommend the board approve the above plans with the $575 per member, per month (or $6900 per member, per year). Dr. Yocom will review better options for Milan C-2 Schools for next year. A motion was made by Mr. Richardson and seconded by Mrs. Bupp to approve the recommended $575.00 per month staff insurance benefit, motion carried 7-0-0.
2022-2023 Continuous School Improvement Plan (CSIP) – This plan has undergone significant changes and is current being completely revamped this year. The staff and patrons have been surveyed to provide feedback on the current presented plan. This will be presented as information and next month the board can adopt/approve after reviewing for one month. The CSIP will become official on 7/1/22. The board was presented with the Draft Plan. No action was taken.
At 7:04 p.m., a motion was made by Mr. Glidewell and seconded by Mr. Doak to enter executive session to discuss personnel issues pursuant to RSMo 610.021 (3 & 13) and any documents related to a negotiated contract pursuant to RSMo 610.021 (12) and pursuant to RSMo 610.021 (2) regarding property. Roll call vote: Mr. Glidewell, YES; Mr. Gardner, YES; Mr. Doak, YES; Mr. Mosley, YES; Mr. Weaver, YES; Mrs. Bupp and Mr. Richardson, YES. Motion carried 7-0-0.
The next monthly Board of Education meeting will be held Wednesday, April 20th, 2022, at 6:00 p.m.
