Regular Board of Education Meeting
November 15th, 2023 – 6:00 p.m.
Mr. David Richardson, President; Mr. Jody Glidewell, Vice President; Mr. Nick Gardner, Secretary; Mrs. Jody Gittings, Mrs. Samantha McCabe and Mrs. Megan Courtney.
SCHOOL PERSONNEL PRESENT
Dr. Ashley Pauley, Superintendent; Mrs. Ashley Hoerrmann, Elementary Principal; Mrs. Brooke Dodson, High School Principal; Mr. Jason Melnick, Assistant High School Principal; Mrs. Mary Jo Sawyer, Mrs. Ashley Gardner, and Mr. Ched Hurley.
No guests were present at the meeting.
Mr. Richardson, President, called the meeting to order at 5:58 p.m.
A motion was made by Mr. Gardner and seconded by Mrs. McCabe to approve the presented agenda. Motion carried 6-0-0.

PERPETUAL CALENDAR REPORTS
Special Edcuation: Mrs. Gardner,SPED Director prepared a written report and was present to give a verbal overview for the board members. The report contained an overview of the program and gave details regarding the number of students receiving services in the district as well as a look at the future of the program in the Milan C-2 School District. Mrs. McCabe made a motion to accept the report given by Mrs. Gardner, Mrs. Gittings seconded the motion, motion carried 6-0-0.
English Language Learners-
Mrs. Sawyer submitted a written report and gave a verbal report regarding the English Language Learners program at Milan C-2. She gave an overview discussing how many countries and ethnicities are represented by students within the district and discussed the number of students who receive services in this program. A motion was made by Mr. Glidewell to approve the report and seconded by Mrs. Courtney. Motion carried 6-0-0.
Mrs. Mosley submitted a written report and Dr. Pauley went over the verbal portion of the report for the board members. Some of the student needs were discussed with the board as well as an overview of the approximate number of students who utilize the nurse’s office for both random and scheduled things. Part of the safety grant funds were spent by the nurse so those purchases were also discussed with the board members on ways the program is being updated. A motion was made by Mr. Gardner to approve the report on Health Services for Milan C-2 and seconded by Mrs. McCabe. Motion carried 6-0-0.
EL/Migrant: Mrs. Mary Jo Sawyer- Mrs. Sawyer submitted a written report and gave a verbal report on the EL/Migrant program at Milan C-2.
Special Education/504 Plans: Mrs. Ashley Gardner- Mrs. Gardner submitted a written report as well as a verbal report on the Special Education program at Milan C-2.
Elementary Principal/ Instructional Tech: Mrs. Ashley Hoerrmann- Mrs. Hoerrmann submitted a written report as well as supplying a verbal report.
Activities/Athletics: Mr. Ched Hurley- Mr. Hurley submitted a written report as well as gave a verbal report updating the board on upcoming events for both sports and clubs/organizations.
High School Curriculum:-Mrs. Shannon Bain- Mrs. Bain submitted a written report to.
High School Principal: Mrs. Brooke Dodson- Mrs. Dodson reported both written and verbally that there were some exciting things happening in the near future in the High School.
Superintendent’s Report: Dr. Ashley Pauley-Dr. Pauley reported updates on the LWCF Grant as well as the Safety Grant and the usage of the fund received from that. She gave an update on the Playground Grant and reviewed 1st Quarter Data with the Board Members. Finally, she updates the board on the Grand River Conference.
APPROVAL OF MINUTES:
A motion was made by Mr. Gardner and seconded by Mr. Glidewell to approve the October 18th, 2023 regular session minutes– motion carried
A motion was made by Mrs. Courtney and seconded by Mrs. Gittings to approve the October 18th, 2023, Executive Session minutes– motion carried
A motion was made by Mr. Glidewell and seconded by Mrs. McCabe to approve the October 25th, 2023 regular sessions minutes-motion carried
A motion was made by Mr. Gardner and seconded by Mrs. McCabe to approve the October 25th, 2023 executive session minutes-motion carried
APPROVAL OF FINANCIAL STATEMENTS:
Dr. Pauley provided an overview of the October 2023 financial statement A motion was made by Mrs. McCabe and
seconded by Mrs. Courtney to approve the October 2023 financial statement – motion carried
BUDGET AMENDMENTS: – N/A
AUTHORIZATION OF PAYMENT OF BILLS:
A motion was made by Mr. Glidewell and seconded by Mr. Gardner to approve the payment of the Payables-
Motion carried 5-0-1 with Mrs. Courtney, abstaining.
Change Order 8 Elementary Classroom Addition: A special adhesive needs to be ordered to not void the warranty due to the moisture that is in the concrete slab. Total for this change order will be $854.19. Mrs. McCabe made a motion to approve the change order and order the adhesive. Mrs. Courtney seconded the motion. Motion carried Pole Vault Pads:
The cost for new pole vault pad is $17,550.00. The district is currently using an old pad that was purchased in already decaying condition. There is no delivery charge for the new pole vault pad and it is coming from Excelsior
Springs, MO. Mrs. Gittings made a motion to purchase the new pole vault pad and it was seconded by Mrs. McCabe.
Fencing: The cost for new fencing around the playground, both football entrances, around the sides and front of the bleachers, going down the hill behind the football shed with a new gate at the bottom of the hill is $76,200.00 and all but roughly $17,0000.00 of this cost will be covered by the safety grant. There is an estimate for custom archways that will be located at both of the football entrances for $37,520.00 that will be installed in the spring and they will not be paid for until the next fiscal year. The archways are large enough for buses and trucks to drive under. The new archways are centered over each entrance and say “Milan Wildcats” with the school logo on top. A motion was made
to purchase the archways as bid by Mr. Gardner and seconded by Mr. Glidewell. Motion carried
Certified Nursing Assistant Program: In conjunction with Sullivan County Memorial Hospital, the Certified Nursing
Assistant Program through Milan C-2 School District is designed to provide junior and senior level students with an
introduction to basic nursing principals and caring for the direct health needs of patients. This experience offers students course credit and the potential to have a paid experience. Upon successful course completion, students will
also have the chance to become a certified nursing assistant through the state of Missouri. A motion was made by
Mr. Glidewell to implement the Certified Nursing Assistant Training into the Milan C-2 School District and was seconded by Mrs. Courtney. Motion carried
Graduation: Graduation was discussed with the following information being given to the board as chosen by this
year’s senior class.
Date: Sunday, May 19th at 2:00 PM, Location: High School Gym, Flower: White Rose with Gold Glitter, Cap/Gown
Color: All Black. The speaker, song, color, and Motto were also discussed. Mrs. Courtney made a motion to approve
the graduation details submitted it was seconded by Mr. Gittings and the motion carried.
Trophy Case: Aladdin Glass has bid the trophy case area above the large shelf area in the cafeteria/ commons area. It will have recessed lighting and sliding glass doors with glass shelving that will fill the entire open area. Total cost for the project is $10,950.00. The glass will be ordered but not installed until the 2024-2025 fiscal year. A
motion was made to complete the project as bid by Mr. Glidewell and seconded by Mr. Gardner. Motion carried
At 6:57 p.m., a motion was made by Mrs. McCabe and seconded by Mr. Glidewell to enter executive session to
discuss personnel issues pursuant to RSMo 610.021 (3 & 13) and any documents related to a negotiated contract pursuant to RSMo 610.021 (12) and pursuant to RSMo 610.021 (2) regarding property. Roll motion carried
At 7:14 p.m., a motion was made by Mr. Gardner and seconded by Mrs. McCabe to adjourn executive session and re-enter – open session motion carried
At 7:15 p.m. a motion was made by Mr. Gardner and seconded by Mrs. McCabe to adjourn the regular meeting – motion carried The next monthly Board of Education meeting will be held Wednesday, December 13, 2023, at 6:00 p.m.
