December 7, 2020 – The Mayor and Board of Aldermen of Milan, Missouri met for a regular meeting at the Milan City Hall, 212 E. 2nd Street, on December 7, 2020 at 6:00 p.m. with the following Aldermen present: Steve Hill, Randy McCollum, Trudy Schnelle, Rebecca Bennett, Richard Head and Lesa Smith. Also present: Mayor Andy Herington, City Clerk Lisa Sharp, City Administrator Fred Ventresco, Kelly Beets – MIRMA, John Gillum, CPA, Water/Sewer Supervisor Jeremy Bennett and Nancy Watt.
Motion by McCollum, seconded by Schnelle to approve the minutes. Vote: Hill – yes, McCollum – yes, Schnelle – yes, Bennett – yes, Head – yes, Smith – yes.
Motion by Bennett, seconded by Smith to approve the bills. Discussion followed. Vote: McCollum – abstains, Schnelle – yes, Bennett – yes, Head – yes, Smith – yes, Hill – yes.
Kelly Beets with MIRMA (Missouri Intergovernmental Risk Management Association) met with the Mayor and board of Aldermen to present a plaque for the grant the city received for the police department. The grant was for $3,899.35 which will be used towards the purchase of a dash cam/body cam combo for the police department.
John Gillum, CPA met with the Mayor and Board of Aldermen to present the city audit. Motion by McCollum, seconded by Head to approve the 2020 audit. Vote: Schnelle – yes, Bennett – yes, Head – yes, Smith – yes, Hill – yes, McCollum – yes.
Jeremy Bennett met with the Mayor and Board of Aldermen to discuss issues in the water department. No action was taken.
Motion by Head, seconded by Schnelle to approve the 3rd pay estimate for R & L Boone. Vote: Bennett – yes, Head – yes, Smith – yes, Hill – yes, McCollum – yes, Schnelle – yes.
Discussion was held concerning trash issues related to trash pickup, billing and communication. No action was taken.
Discussion was held about where to take the animals that are being picked up by animal control. Administrator Ventresco will check on various possible options.
Mayor Herington asked if the board would consider giving the employees the full day off on December 24 instead of the half day holiday due to being unable to have a holiday meal for the employees because of covid-19. Motion by Schnelle, seconded by McCollum to give the full day off on December 24 in lieu of the holiday meal. Vote: Head – yes, Smith – yes, Hill – yes, McCollum – yes, Schnelle – yes, Bennett – yes.
Administrator Ventresco updated the board on various operational issues. No action was taken.
Motion by Schnelle, seconded by Bennett to adjourn. Vote: Smith – yes, Hill – yes, McCollum – yes, Schnelle – yes, Bennett – yes, Head – yes.
