The Mayor and Board of Aldermen of Milan, Missouri met for a regular meeting at the Milan City Hall, 212 E. 2nd Street, on December 20, 2021 at 6:00 p.m. with the following Aldermen present: Steve Hill, Randy McCollum, Rebecca Bennett, Richard Head and Lesa Smith. Absent: Aldermen Trudy Schnelle. Also present: Mayor Andy Herington, City Clerk Lisa Sharp, City Administrator Fred Ventresco and Nancy Watt.
Mayor Herington opened the meeting by expressing sympathies to the family of Gerald Rardon.
(The agenda was approved and payment of bills was approved.)
Mayor Herington mentioned that Health Department inquired if the city would consider opening the road behind Stanbury Uniforms. Consensus of the Board is to ask Street Supervisor Todd Sharp to meet with Deborah Taylor to discuss their proposal.
Discussion was held concerning spending of the ARPA funds. Consensus of the Board is that they will use the funds for police, fire, water and sewer departments as allowed by federal guidelines.
Motion by Smith, seconded by McCollum to place on its first reading, Bill # 2596 entitled, “AN ORDINANCE AMENDING CHAPTER 600 ALCOHOLIC BEVERAGES REGARDING TIMES OF OPERATION FOR LICENSED BUSINESSES TO COMPLY WITH STATE LAW.” On a motion duly made and seconded, bill was placed on its second reading, read by title and motion carried. Thereupon, Smith moved that Bill # 2596 be passed as read, seconded by McCollum. Vote: Bennett – yes, Head – yes, Smith – yes, Hill – yes, McCollum – yes. Thereupon, Bill # 2596 becomes Ordinance # 2803.
Motion by McCollum, seconded by Bennett to place on its first reading, Bill # 2597 entitled, “AN ORDINANCE AUTHORIZING THE EMPLOYMENT OF DILLON HUTTON AS A FULL-TIME EMPLOYEE OF THE POLICE DEPARTMENT OF THE CITY OF MILAN, MISSOURI.” On a motion duly made and seconded, bill was placed on its second reading, read by title and motion carried. Thereupon, McCollum moved that Bill # 2597 be passed as read, seconded by Bennett. Vote: Head – yes, Smith – yes, Hill – yes, McCollum – yes, Bennett – yes. Thereupon, Bill # 2597 becomes Ordinance # 2804.
Mayor Herington amended the agenda to move the closed session to the end of the meeting.
Discussion was held about the holiday schedule and about having the board finalize them at budget time.
Administrator Ventresco discussed a few requirements related to the MIRMA insurance requirements. The Board approved the harassment and antidiscrimination policy for the city.
Discussion was held concerning a few operational issues.
Administrator Ventresco, Clerk Sharp and Nancy Watt were asked to leave the meeting during closed session. Mayor Herington took the minutes for the remainder of the meeting.
Motion by Hill, seconded by Bennett to enter into closed session pursuant to legal action, causes of action or litigation involving a public governmental body of the City of Milan, Missouri exemption in Section 610.021(1) and to enter into closed session pursuant to the hiring, firing, discipling or promotion of personnel for the City of Milan, Missouri exemption in Section 610.021(3). Vote: Smith – yes, Hill – yes, McCollum – yes, Bennett – yes, Head – yes.
Motion by Head, seconded by Smith to adjourn closed session and return to open session. Vote: Hill – yes, McCollum – yes, Bennett – yes, Head – yes, Smith – yes.
Motion by Bennett, seconded by McCollum to adjourn. Vote: McCollum – yes, Bennett – yes, Head – yes, Smith – yes, Hill – yes.
