The following information was obtained from the New Business section of the October 19, 2022, Milan C-2 School Board Meeting Minutes.
2021-2022 Audit – The audit over the previous school year was presented to the BOE electronically. School districts are to have the financial audit reviewed/accepted by the Board of Education and submitted to Missouri Department of Elementary and Secondary Education (DESE) by 12/31 each calendar year. The district’s audit vendor is Conrad & Higgins, CPA-LLC. They completed an onsite review in the middle of September and due to the district’s Federal Programs’ budget, there was a Single Audit completed. The district must also publish the Management’s Discuss & Analysis and summary in a local media outlet before the end of the calendar year as well. The Board of Education will have a month to review. There was no action requested, this was informational only.
USDA-RD Grant Resolution – The district has been searching for a reasonable option to obtain a generator that would assist if/when the district was to lose electrical support. USDA-RD has a ‘matching’ grant opportunity and to solidify the application, the Board of Education must adopt a resolution adhering to the plan. The grant is a 65%-35% match and the tentative amount for the generator is $65,000 – allowing the district to be responsible for $42,250 and the grant to cover $22,750. The generator needed is a natural gas powered, 150-kilowatt mechanism that would assist in providing electricity for the school’s various needs. The district has two (2) generators that were provided from a military surplus donation via the local Sullivan County Emergency Management director/leadership. Unfortunately, the current generators manufactured in 1983, do not cover the expanded space/square footage of the district from the last building project. This resolution would show the district’s support and allow Dr. Yocom to act on the district’s behalf – within the confines of the grant allocation. A motion was made by Mr. Glidewell and seconded by Mr. Weaver to approve Dr. Yocom to signed required documents – motion carried 7-0-0.
LRMFP Phase 2 – New Construction-Spring/Summer 2023 – Since the board rejected the proposals provided in the summer of 2022, the intent was to delay the bid proposal process until December 2022 or January 2023, hoping the national landscape regarding the economy improves and costs go down.
To effectively prepare for the potential costs, there will be an option to review an “Alternate”. The alternate will include three (3) rooms, instead of four (4) rooms; There were plans to restructure the design of the building to potentially save some funds – including, but not limited to alternative types of interior walls, adjusting plumbing demands/needs, roof top units (RTU’s) for the HVAC needs, etc.
The core of the project/need will not change – 5500 square feet: four (4) classrooms and two (2) restrooms. There is no action being requested, rather an update on the process. The bid requests will go out on/ around 11/23/22 and be due back by 12/14/22 – with the board to accept in the December Board meeting on 12/21/22. The board received updated renderings and drawings of the project. There was discussion about the next step if/when the prices come in above budget. The need to replace the HVAC in the elementary or the addressing of the elementary gym floor. There was no action requested, this was informational only.
2023 Graduation – The 2023 Graduation process has the following specifics – this includes but is not limited to: Proposed date – May 14th, 2023, Proposed time – 2 p.m., Proposed location – Milan High School Gymnasium, Proposed speaker – Mr. Mike Hostetter. Mrs. Dodson, HS Principal, obtained statistical feedback from the Class of 2023. A motion was made by Mr. Gardner and seconded by Mr. Glidewell to approve the 2023 Graduation process as presented – motion carried 7-0-0.
