January 3, 2023 – The Mayor and Board of Aldermen of Milan, Missouri met for a regular meeting at the Milan City Hall, 212 E. 2nd Street, on January 3, 2023 at 6:00 p.m. with the following Aldermen present: Darin Tucker, Randy McCollum, Ed Reger, Rebecca Bennett and Richard Head. Also present: Mayor Andy Herington, City Clerk Lisa Sharp, City Administrator Crystal Bupp, City Attorney Robert Cowherd, Nancy Watt and Brad White – representing the Sullivan County Country Club. Absent: Alderman Lesa Smith.
Motion by McCollum, seconded by Tucker to approve the minutes. Vote: Tucker – yes, McCollum – yes, Reger – yes, Bennett – yes, Head – yes.
Motion by Head, seconded by Bennett to approve the bills. Vote: McCollum – yes, Reger – yes, Bennett – yes, Head – yes, Tucker – yes.
Brad White met with the Board of Aldermen to discuss repairing the fence between the golf course and the adjoining property. The cost for materials and labor would be approximately $2,640. Motion by McCollum, seconded by Bennett to proceed with repairing the fence. Vote: Reger – yes, Bennett – yes, Head – yes, Tucker – yes, McCollum – yes.
Brad White left the meeting.
Discussion was held concerning speed limit inconsistencies on W. 3rd and Hwy OO. Administrator Bupp will follow-up with MODOT on this issue.
Administrator Bupp mentioned that the MIRMA insurance evaluation will be at 2:00 pm on January 6.
Discussion was held about installing spot lights to illuminate the old water tower on N Maple. After installing the lights, it was brought to the city’s attention that the lights were shining directly into residential homes. The city adjusted the lights at a different angle the next day, but that did not resolve the issue. Motion by McCollum, seconded by Tucker not to put the lights at the old water tower. Vote: Bennett – yes, Head – yes, Tucker – yes, McCollum – yes, Reger – yes.
Discussion was held about Amendment 3. No action was taken.
Nancy Watt left the meeting.
Motion by Bennett, seconded by Reger to enter into closed meeting with closed record and closed vote to the extent permitted by law pursuant to 610.021(1) to consider the legal actions, causes of action or litigation involving a public governmental body of the City of Milan, Missouri.” Vote: Head – yes, Tucker – yes, McCollum – yes, Reger – yes, Bennett – yes.
Motion by Bennett, seconded by Head to adjourn closed session and return to open session. Vote: McCollum – yes, Reger – yes, Bennett – yes, Head – yes, Tucker – yes.
