Meeting Minutes Summary
MILAN, Mo. (July 15, 2024) — The Mayor and Board of Aldermen of Milan convened for a regular meeting at Milan City Hall, located at 212 E. 2nd Street, on July 15, 2024, at 6 p.m. The meeting was attended by Aldermen Darin Tucker, Randy McCollum, Rebecca Bennett, Richard Head, and Lesa Smith, along with Mayor Andy Herington, City Clerk Lisa Sharp, City Administrator Crystal Bupp, and Water/Sewer Supervisor Jeremy Bennett. Alderman Ed Reger was absent.
The meeting began with the approval of the previous meeting’s minutes and the payment of bills. Both motions were carried with unanimous consent, although McCollum abstained from the vote on the bills.
Mayor Herington appointed Morgan Smith to the Park Board, a motion which was unanimously approved by the Aldermen.
The board placed Bill #2644, an amended ordinance establishing utility rates for Milan, on its first and second readings. The bill, which includes a 1% pass-through for electric rates, was passed and became Ordinance #2851.
Subsequently, Bill #2645, which ratifies the issuance of bonds by the North Central Missouri Regional Water Commission, was also placed on its first and second readings. The bill was unanimously approved and became Ordinance #2852.
City Administrator Crystal Bupp provided updates on operational issues and recent meetings, but no action was taken on these updates.
Water/Sewer Supervisor Jeremy Bennett exited the meeting prior to the board entering a closed session. The closed session was convened to discuss personnel matters, including hiring, firing, disciplining, or promoting employees, as allowed under Section 610.021(3) of the Missouri Revised Statutes.
The board returned to open session and promptly adjourned the meeting. The final motions for adjournment of both the closed and open sessions were unanimously approved.
