Meeting Minutes Summary
Milan, Mo. – The Milan Board of Aldermen convened for a regular meeting on October 7, 2024, at City Hall. Mayor Andy Herington called the meeting to order at 6:00 p.m. with all six aldermen present: Darin Tucker, Randy McCollum, Ed Reger, Rebecca Bennett, Richard Head, and Lesa Smith. Also attending were City Clerk Lisa Sharp, City Administrator Crystal Bupp, and Water/ Sewer Supervisor Jeremy Bennett.
Key Motions and Approvals
The board unanimously approved the minutes from the previous meeting and the payment of the city’s bills.
Sidewalk Ordinance Passed with Mayor’s Tie-Breaking Vote
A significant item on the agenda was Bill #2652, an ordinance amending Milan’s streets and sidewalks regulations by adding a new section regarding property owners’ responsibility for sidewalk maintenance. The bill faced mixed reactions, with some aldermen expressing concerns about the potential burden on homeowners. A divided vote of 3–3 led Mayor Herington to cast a tie-breaking vote in favor of the ordinance. With his vote, Bill #2652 was enacted as Ordinance #2859.
Resolution to Pursue State Revolving Fund Loan
The board also passed a resolution to apply for a loan through the Missouri Department of Natural Resources’ State Revolving Fund Loan Program, which provides financing under the Missouri Clean Water Law. The resolution was approved unanimously.
Community Events and Contributions
The board approved two community-related motions:
A picnic license for the Milan Chamber of Commerce’s event on October 12.
The use of the town square for the city’s annual Truck or Treat event on October 31.
Additionally, the board voted to contribute $2,000 as a meal sponsor for the Sullivan County Senior Center.
Swimming Pool Repairs Discussed
Water/Sewer Supervisor Jeremy Bennett and City Administrator Crystal Bupp presented several options for repairing the city’s swimming pool, which has been a subject of concern. Proposed options included patching damaged areas, repairing and repainting the pool walls, or undertaking a full renovation. Funding options are still being explored, and further discussions will follow.
Annexation Plans and Electric Department Apprenticeship
Administrator Bupp provided updates on two potential annexations—one located east on Highway 6 towards Kirksville, and another north of town. The board agreed that the next step would be to hold a public hearing on the matter.
Bupp also discussed implementing an apprenticeship program for electric department employees, which would involve a four-year training program offered by the Missouri Public Utility Alliance (MPUA).
Closed Session and Adjournment
Following open discussions, the board entered a closed session to discuss personnel matters. No significant actions were reported from the closed session, and the meeting adjourned shortly thereafter.
