REGULAR MEETING
May 20, 2024 – The Mayor and Board of Aldermen of Milan, Missouri met for a regular meeting at the Milan City Hall, 212 E. 2nd Street on May 20, 2024 at 6:00 p.m. with the following Aldermen present: Darin Tucker, Randy McCollum, Ed Reger, Rebecca Bennett, Richard Head and Lesa Smith. Also present: Mayor Andy Herington, City Clerk Lisa Sharp, City Administrator Crystal Bupp, Wastewater Operator Jeremy Bennett and Nancy Watt.
Motion by Tucker, seconded by Bennett to approve the minutes. Vote: (all yes).
Motion by Reger, seconded by Smith to approve the bills. Vote: McCollum – abstains, Reger – yes, Bennett – yes, Head – yes, Smith – yes, Tucker – yes.
Motion by Head, seconded by McCollum to approve the liquor licenses for Ayerco, Caseys, Elks, Park-A-Way, Dollar General and Fatima Properties (7th Heaven). Vote: (all yes).
Motion by Tucker, seconded by Bennett to place on its first reading, Bill # 2637 entitled, “AN ORDINANCE AMENDING SECTION 700.050 REGARDING UTILITY DEPOSITS AND LIABILITY FOR SERVICE.” On a motion duly made and seconded, bill was placed on its second reading, read by title and motion carried. Thereupon, Tucker moved that Bill # 2637 be passed as read, seconded by Bennett. Vote: (all yes). Thereupon Bill # 2637 becomes Ordinance # 2844.
Motion by Tucker, seconded by Bennett to approve $5,500 to be transferred to Milan Recreation to be used for operational purposes only. Vote: (all yes).
Motion by McCollum, seconded by Reger to place on its first reading, Bill # 2638 entitled, “AN ORDINANCE OF THE CITY OF MILAN, MISSOURI IMPOSING A USE TAX AT THE RATE OF ONE PERCENT (1%) PURSUANT TO THE AUTHORITY GRANTED BY AND SUBJECT TO THE PROVISIONS OF SECTIONS 144.600 THROUGH 144.761 RSMo.; PROVIDING FOR THE USE TAX TO BE REPEALED, REDUCED, OR RAISED IN THE SAME AMOUNT AS ANY CITY SALES TAX IS REPEALED, REDUCED, OR RAISED; AND PROVIDING FOR SUBMISSION OF THE PROPOSAL TO THE QUALIFIED VOTERS OF THE CITY FOR THEIR APPROVAL AT THE PRIMARY ELECTION CALLED AND TO BE HELD IN THE CITY ON AUGUST 6, 2024.” On a motion duly made and seconded, bill was placed on its second reading, read by title and motion carried. Thereupon, McCollum moved that Bill # 2638 be passed as read, seconded by Reger. Vote: (all yes). Thereupon, Bill # 2638 becomes Ordinance # 2845.
City Administrator Bupp updated the board about a few operational issues. Items discussed were the nomination of water purchased from the NCMRWC, the emergency repair of the sewer manhole on E. 2nd Street, hiring of a contractor to remove roots from a sewer line and a budget item related to insurance. Jeremy Bennett was present for discussion for the items related to his department with regard to the above items. Clerk Sharp reported that a new business inquired about opening a fireworks tent within city limits.
Motion by McCollum, seconded by Tucker to adjourn. Vote: (all yes).
