Liberty Man Charged in High-Speed Pursuit, Firearm Offense in Sullivan County

MILAN, Mo. — A Liberty, Missouri, man faces multiple charges, including two felonies, following a high-speed pursuit through Sullivan County that allegedly involved the unlawful possession of a firearm and aggravated fleeing from law enforcement.
According to court records, Jackie W. Chapman, 47, has been charged in Sullivan County Circuit Court under case number 25SU-CR00178. The charges stem from an incident that occurred on August 23, 2025.
Chapman is charged with the following:
· Count I: Unlawful possession of a firearm, a Class C felony. Authorities say Chapman, a convicted felon, possessed a loaded Smith & Wesson .40-caliber pistol.
· Count II: Aggravated fleeing from a traffic stop, a Class D felony. The Missouri State Highway Patrol alleges Chapman fled at speeds exceeding 100 mph after initially pulling over.
· Count III: Failure to stop at a stop sign, a Class C misdemeanor.
· Count IV: Driving on the wrong side of the road, a Class C misdemeanor.
· Counts V and VI: Two separate charges of exceeding the posted speed limit by more than 20 mph, both Class B misdemeanors.
The pursuit began when a trooper observed a vehicle with a non-functioning headlamp and attempted a traffic stop near Route MM west of Browning. Chapman allegedly fled in a black Chevrolet Silverado, ran multiple stop signs, drove into oncoming lanes, and discarded what appeared to be a firearm from the vehicle, according to a probable cause statement.
A loaded pistol was later recovered near the location where it was seen being thrown from the vehicle. Authorities linked the weapon and vehicle to Chapman, who was arrested in Adair County days later under similar circumstances.
Chapman is being held on a $10,000 cash-only bond, with a warrant for arrest (number 25-SUARW-57) issued by Judge Adam L. Warren. Conditions of release include appearing in court, not committing new offenses, and not tampering with witnesses.
Chapman has a prior felony conviction in Sullivan County from 2001 for resisting arrest by fleeing, which disqualifies him from possessing a firearm under Missouri law.
