Milan Approves Utility Rate Ordinance, Moves Forward on Rate Study

APRIL 6, 2026 – Meeting Minutes – The Mayor and Board of Aldermen of Milan, Missouri met for a regular meeting at the Milan City Hall, 212 E. 2nd Street on April 6, 2026 at 6:00 p.m. with the following Aldermen present: Darin Tucker, Randy McCollum, Ed Reger, Richard Head and Lesa Smith. Also present: Mayor Andy Herington, City Clerk Lisa Sharp and City Administrator Crystal Bupp. Absent: Alderman Rebecca Bennett.

Motion by Smith, seconded by Reger to approve the minutes. Vote: (all in favor).

Motion by Smith, seconded by Reger to approve the bills. Vote: (all in favor)

Motion by McCollum, seconded by Reger to place on its first reading Bill # 2670, entitled “AN AMENDED ORDINANCE ESTABLISHING UTILITY RATES FOR THE CITY OF MILAN, MISSOURI.” On a motion duly made and seconded, bill was placed on its second reading, read by title and motion carried. Thereupon, McCollum moved that Bill # 2670 be passed as read, seconded by Reger. Vote: (all in favor). Thereupon Bill # 2670 becomes Ordinance # 2877.

Motion by Smith, seconded by Reger to move on with a proposal from Toth and Associates to do a rate study for the City of Milan. Vote: (all in favor).

Discussion was held concerning proposed ordinances listed on the agenda. No action was taken until after consulting with the city attorney about these ordinances. These updates may already be included as part of the online codification process. General Code will be contacted for confirmation that the statutory updates are included in the online code.

Discussion was held about a few operational issues during the Mayor/Administrator’s report and during Aldermen business. No action was taken.

Motion by Tucker, seconded by Smith to adjourn. Vote: (all in favor).
