Meeting Minutes Summary
Milan, Mo. – The North Central Missouri Regional Water Commission (NCMRWC) convened its regular monthly meeting on September 9, 2024, at the Milan Community Center. The meeting, chaired by Harve Rhodes, commenced at 6:30 p.m., with representatives from several municipalities and public water supply districts in attendance.
The commission promptly approved the minutes of the August 12, 2024, meeting following a motion by Matt Ayers, seconded by Greg Dobrinske. The Treasurer’s Report and Payables were also unanimously approved.
Operations Manager Lawrence Allen provided an update on Elmwood Lake, reporting that water levels were down by 18 inches. Due to high turbidity, pumping from the nearby golf course lake is restricted to nighttime hours. Allen also noted ongoing progress in Phase 1A of the water plant enhancements, which include new windows and ventilation systems. Sludge removal and land application are set to be completed within the week. Additionally, employee Gingo Smith has begun classes as of September 5.
With the absence of General Manager Brad Scott, no report was available for that section of the meeting.
Chad Sayre, from Allstate Consultants, informed the commission about project updates, noting that some change orders were due to unit cost bids. Construction on Finch Road and the intersection at Highways N & Y is expected to commence shortly, with steady progress being made on bridge construction.
One of the key motions passed during the meeting was the approval of Resolution #23-2024, which greenlights the bid process for the Phase 1B Water Plant Improvement Project. Boone Construction was recommended as the lowest responsible bidder. Phase 1B will include the installation of new basins and chemical storage at the water plant. The resolution passed unanimously following a roll call vote.
Several additional construction-related motions were approved:
Change Order #6 (+$3,498), Pay Request #9 ($191,113.63), and Pay Request #11 ($151,950.33) for Phase 1A enhancements with R & L Boone Construction.
Change Order #26 (-$28,238.76) for Task Order #2022-02, involving the Mid-Lake Construction Access and Utility Corridor by Better By Design LLC.
Change Order #19 (+$76,853.25) and Pay Request #22 ($219,963.72) for Task Order 2022-01, which addresses the South Construction Access and Utility Corridor by Linhart Construction. The change order was necessary due to unsuitable materials and a storm box installation.
The meeting adjourned at 6:50 p.m. after a motion by Crystal Bupp, seconded by Marjorie DeGreef.
The next meeting was scheduled for October 15, 2024.
